BERLIN, March 2 (RIA Novosti) - Russia can propose operating systems for the creation of the European antimissile defense, Russian Defense Minister Sergei Ivanov told a briefing in Berlin. He is on a working visit in Berlin.

"Alongside well-developed antimissile defense technologies, Russia can offer operating and off-the-shelf systems of armaments," he said.

The defense minister cited the S-300 system with different modifications and the S-400 system.

Russia and NATO have for about three years been carrying out constructive dialogue on Russia's cooperation in unfolding European antimissile defense, he said.

"It is among the priority themes," Mr. Ivanov said. Over this time, several joint research works and command-and-staff exercises have been held.

A regular command-and-staff exercise will be held in July this year, he said.

The Russian defense minister believes that drug traffic from Afghanistan has to be fought against by a combined effort of countries adjacent to Afghanistan and at the level of international organizations.

"Drug traffic builds up with every coming year. So as efficiently to oppose this threat actions should be taken in not only Afghanistan but also in adjacent states. Discussions of it should be held within the North Atlantic Treaty Organization and the Collective Security Treaty Organization," he said.

Mr. Ivanov voiced the doubt that Serbians who left Kosovo would come back and stressed that Russia as before abides by the UN Security Council resolution saying that Kosovo is an integral part of Serbia and Montenegro.

Asked whether Russia will agree and under what terms to the independent status of Kosovo, Mr. Ivanov said: "We have declared that we abide by the resolution of the UN Security Council, under which Kosovo is an inalienable part of Serbia and Montenegro."

Mr. Ivanov recalled that Russia refused to have a military presence in the Balkans.

"I'm convinced that it is the right decision," he said.

For his part, FRG Defense Minister Peter Struck believes that he has shaped friendly relations with his Russian opposite number. "Our relations are as good as between the leaders of our countries," Mr. Struck said.

He thanked the Russian side for support in Afghanistan and, particularly, for offering a transport corridor for the passage of German military transport planes to that country and the recent agreement on a similar overland corridor.

The FRG defense minister recalled that the Russia-NATO Council would gather for a sitting in Berlin on September 14.

He also voiced satisfaction over the fact that Russia and the United States have reached agreement on control of the man-portable air defense systems.

Mr. Struck also declared Germany's interest in the use of Russian carrier rockets for orbiting German space satellites.

"We are very much interested in cooperation in the sphere of carrier rockets for putting our technical satellites in space. We are developing them with other countries," Mr. Struck said.
