Russian President Dmitry Medvedev has instructed the government and nongovernmental organizations to develop a draft framework for the country's environmental policy for the next 20 years, the Kremlin said on Monday.

Russian President Dmitry Medvedev has instructed the government and nongovernmental organizations to develop a draft framework for the country's environmental policy for the next 20 years, the Kremlin said on Monday.

He instructed the government to develop proposals for the establishment of federal and regional environmental funds, as well as to develop measures that will oblige state corporations to publish regular reports on their environmental responsibilities, the Kremlin press service.

He also proposed state support for innovation projects aimed at the reduction of greenhouse gas emissions and the development of measures on mandatory purchase of electricity from renewable sources, according to market prices, and that such sources of generation be included in a general plan for developing power facilities.

Medvedev said the powers and numbers of environmental inspectors should be increased, and they should be empowered to send to credit and financial organizations requests to suspend the financial operations of bodies in violation of environmental regulations.

The president also ordered that ecology be added to compulsory educational programs at schools and colleges.

Medvedev said on Saturday in his video blog that Russia had inherited colossal environmental problems from the Soviet Union, including more than 2 billion tons of industrial waste as well as run-down reclamation and recycling facilities.
