MOSCOW, September 22 (RIA Novosti) - Russia's underlying inflation will decline from 7.1% in 2007 to 4.8% in 2009, the Finance Ministry said Friday.

Inflation in 2008 is projected at 5.2 %, the ministry said in a paper prepared for the first reading of the 2007 draft budget in the Russian parliament.
