Russia has offered the highest price for a plot of land in downtown Paris, France's Budget Ministry said in a statement on Monday.

Viktor Khrekov, a spokesman for the presidential property chief, told RIA Novosti earlier that Russia was planning to build a spiritual and cultural center on the current premises of the French national meteorological service, Meteo France.

Meteo France is expected to relocate in 2011.

The site is a short distance away from the Eiffel Tower.
