Russian State corporations will in the future have to inform the government about potential acquisitions, in order to control growth in the state sector, a Russian business daily said on Wednesday.

The initiative was published in a draft resolution by the Russia's Economic Development Ministry on Tuesday.

Vedomosti cited unnamed experts as saying that the size of Russia's public sector currently accounts for around half of the economy.

"It was hard to talk about freedom of enterprise when many market sectors are being artificially monopolized by state companies," Prime Minister Vladimir Putin said in April.

To get approval by the government, the price of the acquisition must not exceed 25 percent of the company's net asset value, Vedomosti said.

Commenting on the government's new initiative, the head of research at the Moscow Higher School of Economics, Yevgeny Yasin, told Vedomosti that this measure should be temporary and would act as a warning to state-run enterprises not to get involved in sectors where they are not welcome.

In the future, state companies should also sell assets they have already purchased since the state sector should not exceed 15 percent of the economy, Yasin said.
