The operation was set up in 2010 by a Russian and a Belarusian national based in the city of Mogilev.
The handguns and ammunition they brought in were sold mainly to organized crime groups in Russia.
Police broke up the operation in September 2011 when a large consignment of weapons was handed over.
A total of 10 firearms were seized from the suspects, over 500 rounds of ammunition, two hand grenades, a 1.2-kg TNT improvised explosive device, as well as bladed weapons, FSB spokesman Denis Zarytovsky said.
