Ukraine's Central Election Commission said Wednesday it has received only 30.34% of the planned $24 million needed this year to prepare the January 2010 presidential election.

The commission said expenditure on ballot papers, other documents, ballot boxes, and payments for media services have not yet been funded.

A total of 18 candidates have been registered for the January 17 vote.

Former premier Viktor Yanukovych, seen as a pro-Russian candidate, currently has a clear lead in the polls. Incumbent leader Viktor Yushchenko, who led the 'Orange Revolution' in 2004, trails with single-figure approval ratings. Prime Minister Yulia Tymoshenko is Yanukovych's main challenger in the election.
