Russian President Dmitry Medvedev and his Kazakh counterpart Nursultan Nazarbayev adopted in the Kremlin on Friday a two-year action plan to enhance bilateral relations.
The presidents are later expected to attend the summits of the Collective Security Treaty Organization (CSTO) and Commonwealth of Independent States (CIS) in Moscow.
The plan spells out concrete measures for partnerships in various spheres and to develop "a list of projects" and their financing, Medvedev said.
The Russian leader also said Russian and Kazakhstan had not only "very close strategic partnership relations" but also "high-tech ties."
Russia and Kazakhstan have maintained strong defense ties since the breakup of the Soviet Union, although Astana has vastly improved its relations with the United States and NATO in the past decade.
The sides agreed on Thursday to create a joint regional air defense network. The Russian Defense Ministry confirmed earlier that S-300 systems would be delivered to Kazakhstan in line with a previous agreement, but said a delivery contract was still in the works.
Kazakhstan, which holds the OSCE's rotating presidency in 2010, hosted a two-day OSCE summit in Astana on December 1-2, the first for just over a decade.
