Russian President Dmitry Medvedev said on Friday the Collective Security Treaty Organization (CSTO) post-Soviet security bloc will not intervene to stabilize the situation in volatile Kyrgyzstan.

Russian President Dmitry Medvedev said on Friday the Collective Security Treaty Organization (CSTO) post-Soviet security bloc will not intervene to stabilize the situation in volatile Kyrgyzstan.

Medvedev said the forces of the CSTO, which includes Kyrgyzstan, Russia, Armenia, Belarus, Kazakhstan, Uzbekistan and Tajikistan, can be only deployed when the border of a member state is violated.

“Only in the case of a foreign intrusion and an attempt to externally seize power can we state that there is an attack against the CSTO,” Medvedev told journalists.

“All the problems of Kyrgyzstan have internal roots. They are rooted in the weakness of the former authorities and their unwillingness to take care of the people’s needs. I believe all the existing problems will be resolved by the Kyrgyz authorities. The Russian Federation will help,” he said.

A total of 26 people were killed and another 416 people hospitalized in riots that broke out in the southern Kyrgyz city of Osh on Thursday night, reportedly after a fight between locals and members of the city's Uzbek population. Groups of youths rampaged through the city, setting fire to cars and buildings and breaking shop windows. Unrest spread across the city and its surrounding region.

Clashes have become commonplace in Kyrgyzstan since the overthrow of the republic's government and president in early April.

A group headed by a CSTO deputy secretary general was sent to Kyrgyzstan to study the situation from inside the Central Asian country and prepare a report during April’s unrest. CSTO Secretary General Nikolai Bordyuzha later called the violence in Kyrgyzstan “purely a domestic affair” and said the bloc would not intervene.
