NO ONE KNOWS ABOUT PLACE AND TIME OF MAY 9th FESTIVITIES IN CHECHNYA

GROZNY/ROSTOV-ON-DON, April 28 (RIA Novosti) - Only a narrow circle of people will be informed about the place, date and time of the activities in Grozny devoted to the 60th anniversary of the Victory in the Great Patriotic War against German Nazism of 1941-1945, Vice-Chairman of the Chechen government Belkis Baidayeva said at the government's meeting today.

According to her, this measure is linked with considerations of security during the celebration of Victory Day.

The place of the main festivities to mark the Victory has not been officially announced in Chechnya yet.

As Deputy Prosecutor-General of the Russian Federation Nikolai Shepel said today, the proceedings on the case of the terrorist act on May 9, 2004 in the capital of Chechnya, Grozny, as a result of which Chechen president Akhmad Kadyrov perished, was resumed in connection with the appearance of new operational information.

"Implication of the people, who were detained at the initial stage (of the investigation) in perpetrating this terrorist act has not been confirmed," Shepel said.

On the whole, as he said, it is now difficult to comment on the course of the investigation "because this crime has not been cleared."

Asked to comment on the utterances by First Vice-Premier of Chechnya Ramzan Kadyrov about the course of the investigation into the terrorist act, Shepel said, "As for the statements by the president's son, we must adhere to the procedural rules."

Ramzan Kadyrov told journalists on Wednesday that "the participants in the terrorist act perpetrated at the Dynamo stadium on May 9, 2004 were killed, except the paymaster and planner - Basayev (the leader of the Chechen terrorists) and one perpetrator."

He claims that he has full information on the organizers and perpetrators of the terrorist act, which resulted in his father's death.

"I know by 100% who did it - who exploded, who brought the mine, and how this was planned," he said.

Kadyrov went on to say that he had investigated this terrorist act, since he was duty-bound to do so "as an aide to the killed president and as the head of a structure."

"Besides that, in line with the Chechen customs, a son or a brother must carry out vendetta if he is a Chechen," Kadyrov said.
