Igor Tarasov, an adviser to Chechen Prime Minister Ramzan Kadyrov, said 1,500 police officers and about 3,000 members of the local Antiterror Center would be guarding the city's Locomotive stadium, the festival's venue.
All roads to the stadium will be cordoned off, and people will have to walk there, said Tarasov.
Tarasov said Chechnya's Interior Ministry had been opposed to the idea of holding the festival.
However, the festival will take place.
"Kadyrov has taken on responsibility (for ensuring security(," Tarasov said.
Russian rock star Sergei Galanin, the MC, said eight rock groups would perform at the festival for about 40-45 minutes each.
"I am going to remember this festival and tell my children about it," Galanin said.
Musician Alexei Romanov from the group Voskresenye expressed similar sentiments.
"Our young people need such concerts. When I received the invitation, I immediately accepted it," he said.
Tarasov said about 19,000 tickets had been sold or distributed already, while half of them had been given to excellent students and youths from low-income families free of charge.
Funds on the event were allocated mainly by the Ahmat Kadyrov Foundation, named for the Chechen president killed in a terrorist attack during VE Day celebrations in Chechnya in May 2004. No money was provided from the Chechen Republic's budget, said Tarasov.
Tarasov said there was a reason concert organizers chose rock as the concert's genre.
"Rock music is breathing, very real and honest. There are about ten rock music clubs in Chechnya already."
The groups will spend two days in Gudermes and will live in heavily guarded conditions in the city center.
