Russian parliamentarian opposes Hague adoption convention

MOSCOW, November 16 (RIA Novosti) - A member of the State Duma, Russia's lower house of parliament, said Wednesday that Russia should not ratify the Hague convention on adoptions.

Following State Duma talks on foreign adoptions in Russia, Yekaterina Lakhova, a member of the State Duma committee on women's affairs, said the convention stipulated simplified inter-state adoption procedures that did not allow authorities to track adopted children and intervene if they were in trouble.

Lakhova suggested bilateral treaties with other countries were a better way to ensure the rights of children adopted by foreigners.

She also urged privileged conditions for Russian adopters.

Sergei Glazyev, head of the patriotic parliamentary faction Homeland, echoed Lakhova, demanding that a sum of 17,000 rubles ($590) currently allocated per orphan per month be given to Russian foster families. He also said 20 million rubles (about $694,000) should be allocated from the Stabilization Fund for Russian adopters every year and suggested that corresponding amendments to the draft 2006 budget be discussed in the third reading.

Glazyev, who is opposed to intermediary adoption agencies operating in Russia, said the state must deal with the problem.

Nina Astanina, a member of the Communist faction, which had proposed a temporary moratorium on adoptions for countries with frequent cases of violence with respect to adopted Russian children, said the Duma had to study more thoroughly each country's adoption record.

The statistics presented by another Homeland member showed that last year police detained 1,115,000 homeless children, 260,000 of who did not go to school and 96,000 who had criminal records.
