MOSCOW, January 19 (RIA Novosti) - The 26,000 residents of the town of Tomilino near Moscow have been freezing for about 24 hours in record-breaking -30°C after a malfunction at a local boiler house, a local resident said Thursday.

A boiler at the plant broke Wednesday, leaving 43 buildings containing 923 apartments, a psychiatric hospital with 60 patients and a local police station without heat.

Residents cited local administration officials as saying that heating would not be restored until late Thursday.

A source in the local administration said heating was partially restored early Thursday after the boiler had been repaired, but another malfunction was reported since then.

Moscow remained in the grips of extremely low temperatures Thursday, with the temperature in the Russian capital grazing the -32°C (-25.6°F) record for January 19, registered in 1927.

The all-time record low for Moscow was set January 17, 1940 when the temperature fell to -42°C (-43.6°F).
