Russia's Atomstroiexport and Iranian representatives signed Tuesday a schedule to commission the Bushehr nuclear power plant in Iran in the second half of 2007, an Iranian diplomatic source said Tuesday. 
Organizers of Rosneft's initial public offering reported a high demand for the state-owned oil company's stock among the Russian population.
Ella Pamfilova, head of the presidential council on civil society institutions and human rights, said Russian NGOs should advance to international standards. "It would be good if our NGOs operated more on the international arena, borrowed [international] experience, cooperated with their colleagues, and felt equal on a global level," Pamfilova said. 
Russia insists that political and diplomatic efforts be continued to resolve the Iranian nuclear problem, a deputy foreign minister said at a meeting with high-ranking Israeli officials Tuesday. 
Russian President Vladimir Putin set out his concerns Tuesday over the work of nongovernmental organizations working in Russia but suggested that a controversial law enacted in April could be amended. 
Russia will seek broader consideration of its interests from countries signatory to the Kyoto environmental agreement, the president said Tuesday. 
"I personally - I will speak completely openly and honestly - have only one concern," the Russian leader said at a Moscow meeting with representatives of NGOs. "I will always speak and fight against foreign governments financing political activity in our country, just as our government should not finance political activity in other countries."
