Russia's Foreign Ministry said Wednesday that tests of ballistic missiles conducted by North Korea had threatened Pacific shipping and violated a missile launch moratorium previously declared by Pyongyang, but rejected the idea of sanctions. 
The Russian and Japanese foreign ministers agreed in a telephone conversation Wednesday to stay in close contact with other parties to the six-nation talks on North Korea, following the latest missile tests, the Russian Foreign Ministry said. 
Russia's lower house of parliament passed Wednesday a draft law giving the country's president the right to use the armed forces and secret services abroad to fight international terrorism. 
North Korean Ambassador to Russia Pak Ui Chun, summoned to the Foreign Ministry Wednesday following his country's tests of ballistic missiles, said he was satisfied with talks at the ministry. 
North Korea's missile tests are designed to raise the country's profile and secure concessions at six-nation talks on the Korean peninsula's nuclear problem, a Russian expert said Wednesday. 
Defense Minister Sergei Ivanov said Wednesday Russia's Air Force could receive a new Tu-160 Blackjack strategic bomber by the end of the year.
