KIEV, July 19 (RIA Novosti) - Ukraine's Foreign Ministry said Wednesday it was surprised by Russia's reaction to a ban imposed on a Russian journalist entering Ukraine.

Russia's Foreign Ministry said Tuesday a ban on some Russians entering Ukraine was an "unfriendly act" after outspoken television journalist Mikhail Leontyev, 47, became the latest to be banned by the Ukrainian National Security Service from entering the country for five years.

"The reaction from the Russian Foreign Ministry to a decision banning Mikhail Leontyev's entry is surprising since the deportation of foreign nationals from state territory or denying them entry on grounds of public order and security are regarded in international practice as a state's sovereign powers. They are recognized in international law and may not be regarded as unfriendly acts," Ukraine's Foreign Ministry said.

The Ukrainian security service said the bearded journalist, who in his trademark leather jacket is known for making acerbic remarks about Ukraine on a short program after the main news on Channel One, was barred for violating regulations of foreigners' stay in Ukraine.

Earlier, the forthright leader of Russia's Liberal Democratic Party, Vladimir Zhirinovsky, and MP Konstantin Zatulin were banned from entering the country.

Leontyev said he was surprised by Ukrainian authorities' decision. "I don't know about any claims against me, no one has made them known [to me]," he told RIA Novosti.
