Putin said regional programs should focus on increasing production volumes and consolidated regional budget revenues, as well as use the available financial, material and human resources effectively.
And the president urged regional leaders to pay closer attention to higher investment and boosting the level of economic and entrepreneurial freedom.
"We have said many times, but there has been little movement on this, that the level of entrepreneurial effort in Russia remains low, and this is a key aspect," he said.
The Russian leader said the national economy could not develop in local monopolies and corruption.
"The fundamental task [facing us] is still to ensure an appropriate level of economic freedom and equal conditions for competition in the regions," the president said.
