Leaders of the Commonwealth of Independent States, a loose confederation of former Soviet republics, concluded discussions on reforming the organization Saturday in Moscow's Kremlin. 
Ministry spokesman Mikhail Kamynin said, "In response to a request from the Lebanese government, Moscow is ready to provide immediate humanitarian aid to Lebanon, to alleviate the civilian crisis in the country." 
The Russian Foreign Ministry proposed Saturday an emergency meeting on the escalating conflict in Lebanon and the Palestinian territories with representatives of key countries and international organizations. 
In an ongoing operation to evacuate citizens of Russia and other ex-Soviet republics from Lebanon, three planes landed in Moscow during the night carrying more than 250 people, the Russian Emergency Situations Ministry said Saturday.
