MOSCOW, October 11 (RIA Novosti) - The development of civil aviation should be the country's fifth national priority project, Russia's defense minister and deputy prime minister said Wednesday.

Health, Education, Comfortable and Affordable Housing, and Development of the Agricultural-Industrial Complex are the four key areas for the country's development set out as national priority projects by President Vladimir Putin in his state of the nation address on May 10.

"I believe that efforts in this sector [civil aviation] should be granted the status of a national priority project," Sergei Ivanov said.

Demand for commercial airliners is expected to grow in Russia by at least 7% annually to about 1,500 in the next 20 years. However, Russian companies produce only about 10 planes a year, while Boeing and Airbus produce on average one plane each day.

Military and passenger planes are produced at 13 production sites in Russia, but their average output does not exceed 35% of capacity, using largely outdated Soviet-era equipment.

"Russia's airliner fleet needs modernization," Ivanov said. "Aviation companies' efforts and large-scale government funding is needed to accelerate this process."

In a move to streamline the aviation industry, President Putin signed a resolution February 21 on forming the United Aircraft Building Corporation (UABC), which will be a majority state-owned corporation consolidating aircraft building companies and state assets engaged in the manufacture, design and sale of military, non-military, transport and unmanned aircraft.

State-owned fighter jet producer MiG, as well as aviation companies Sukhoi, Tupolev, and Ilyushin will be integrated into the UABC.
