"Today we consume 25% more than our planet can restore. This concerns forest, air and water [resources]," Igor Chestin told a RIA Novosti news conference.
He said over-consumption could grow to 50% by 2050.
He said not only GDP, but also economic indices should be taken into account in calculating a sustainable development rate for Russia.
"The index of socio-economic development being used fails to ensure the country's sustainable development," he said.
Chestin also said the WWF has drafted its annual Living Planet Report, which analyzes the state of the global environment and the pressure on the biosphere arising from human consumption.
He said the report notes that the human impact on the planet since 1961 has increased almost three-fold.
