Health insurance fund head sacks another two top managers

MOSCOW, November 21 (RIA Novosti) - An acting head of Russia's compulsory health insurance fund (FOMS) dismissed Tuesday another two top managers at the center of a corruption scandal.

A Moscow court sanctioned last week the arrest of Andrei Taranov, the former director of the fund, and another six top managers on suspicion of corruption and bribery.

Dmitry Reikhard, who replaced Taranov, said he dismissed Alexander Bazhenov, the head of the medicine supplies department, and Gennady Orlov, the director's adviser for information technologies.

The Moscow District Court issued two-month arrest warrants for Taranov and Deputy Directors Dmitry Usenko, Natalia Klimova and Dmitry Shilyayev, as well as for Audit Department Head Tatyana Markova, Financial Department Head Nina Frolova, and Chief Accountant Galina Bykova, after a probe revealed evidence of "financial irregularities."

The Prosecutor General's Office said Friday in a Web posting: "Evidence uncovered in the course of an investigation into the criminal case indicates that the FOMS officials accepted bribes from the heads of regional branches of the fund and representatives of pharmaceutical and other commercial companies involved in distributing medications and medical equipment."

Last week, searches were conducted and documents seized in a police raid on the insurance fund's central office in Moscow and eight of its regional offices, as well as on the headquarters of partner firms and companies involved in a state-run program to provide free or subsidized drugs to low-income population groups.
