Update: Spanish FM urges patience in resolution of frozen conflicts
Miguel Angel Moratinos met with his Russian counterpart Sergei Lavrov Tuesday ahead of Spain's 2007 chairmanship of the 56-nation Organization for Security and Cooperation in Europe (OSCE), which deals with conflict prevention and settlement.
"We discussed issues relating to frozen conflicts. Spain's attitude on the issue is very modest - we think it is important to wait until the question is better developed and the proper time has been found," Moratinos said after the negotiations, in an apparent reference to Georgia's two self-proclaimed republics, and a breakaway region of Moldova.
Russia, also a member of the OSCE, has had peacekeepers positioned in Georgia's Abkhazia and South Ossetia since a ceasefire brought an end to bloodshed in the regions in the early 1990s.
Georgia's Western-leaning leadership, aspiring to join NATO and the European Union, has sought to replace Russian peacekeepers with an international contingent since coming to power in 2003, and accuses Moscow of backing separatists in Abkhazia and South Ossetia.
Another frozen conflict zone is Moldova's Transdnestr Region, with a predominantly Russian-speaking population. Unlike the rest of Moldova, which seeks integration with Europe, Transdnestr has pushed for reunification with Russia.
At an OSCE meeting in Brussels December 5, frozen conflicts were part of the agenda, but talks could not proceed after Moscow refused to discuss any of the breakaway regions on former Soviet territory.
