A Russian banker, accused of ordering the killing of a senior Central Bank license regulator, said he was being punished for refusing to participate in the money laundering operations of Russia's main bank, a leading business daily said Friday. 
Russia's lower house of parliament, the State Duma, has passed a bill on moving the Constitutional Court from Moscow to St. Petersburg, which was revised by the parliament's mediation committee. 
The State Duma, the lower house of Russia's parliament, passed in its third and final reading Friday a presidential bill to reform the country's nuclear power sector and facilitate its development. 
Russian security and police units stood down and resumed routine operations Friday after warnings from an unnamed foreign intelligence service of possible terrorist attacks on the country's public transportation system proved unsubstantiated.
