A regional court in the Vologda Region earlier barred Russia's Union of Right Forces (SPS) from the polls, but lawyers for the party appealed the decision and demanded that a local election committee register its candidates.
"The Supreme Court ruled to uphold the February 22 decision of the Vologda regional court," a judge said announcing the decision.
The SPS party is running in nine regions, but it has already been refused registration in Dagestan, Pskov and the Samara Region.
The Supreme Court has also repeatedly rejected complaints filed by another liberal party, Yabloko, in St. Petersburg against the Central Election Committee's decision to deny its candidates registration for the spring local parliamentary elections.
Elections to local legislatures in 14 Russian regions will be held March 11. Seven regions have already completed the registration of candidate parties.
Over 30 million Russians are expected to go to the polls on that day, a Central Election Committee official said in February.
