"Temperatures for the three months of spring this year have on average been 3.1 degrees Celsius (5.5 degrees Fahrenheit) above the norm, making 2007 the third warmest spring ever recorded," the service said.
The warmest spring ever remains 1921, when average temperatures for March, April and May exceeded the norm by 3.6 degrees Celsius (6.4 degrees Fahrenheit), it said.
The spring of 1975 ranks second, when temperatures averaged 3.4 degrees Celsius (6.1 degrees Fahrenheit) above the norm.
Five all-time daily temperature records were broken this month in Moscow, with May 28 being the warmest May day in the 120-year history of meteorological observation, when the thermometer reached 32.2 degrees Celsius (89.9 degrees Fahrenheit).
March was also unseasonably warm this year in Moscow, with temperatures exceeding the norm by nearly six degrees Celsius (10.8 degrees Fahrenheit) and beating several records, the service said.
