"The court fully acquits the defendants on the basis of the verdict of the jury," the court said.
The court ruled that the policemen had not been involved in the crimes they were charged with.
"The criminal case should be sent to the Prosecutor General's office to establish the identities of those who committed these crimes," the verdict said.
Investigators had alleged that a Moscow businessman, Yevgeny Slavinsky, had asked one of the defendants, police officer Boris Plotnikov, to tap certain conversations for him in May 2006. They claimed that Plotnikov then contacted colleagues who had access to the appropriate technology and the conversations were recorded for the businessman.
Under Russian law, phones can only be tapped if sanctioned by a court or as part of an investigation.
