A source in Russia's law enforcement bodies said earlier that the death of Vlasov, 57, may have been suicide, while the Russian Defense Ministry refused to comment.
The source added that Vlasov had recently launched multiple inquiries into the activities of the ministry's quartermaster service, in the course of which he had discovered a number of violations.
The Russian Prosecutor General's office has launched a criminal investigation in the death of the military official.
Vlasov coordinated an ambitious ministry program on the provision of residential apartments for families of military servicemen, which had a budget of 13 billion rubles (about $530 million) in 2007.
In all, 36.7 billion rubles ($1.5 billion) were spent last year on the provision of residential apartments for military servicemen and their families.
