MOSCOW, February 21 (RIA Novosti) - The European Court of Human Rights has received a total of 46,700 cases against Russia in the past decade, making up 20% of lawsuits submitted, Russia's envoy to court said on Thursday.

Anatoly Kovler said the figure is consistent with Russia's share of the overall European population.

Russia has lost most of its cases in the Strasbourg court. In 2007, the court ruled against the country 192 times and in its favor only six times.

The court has made 397 rulings on Russia in the past 10 years, or 5% of total rulings during the period, the envoy said.

Currently, a total of 23,000 temporary cases are pending against Russia, around 26% out the total.

He said Russians approach the court due to the failure within the country to implement court decisions, violations of trial terms, and breaches of property rights.

The official called lawsuits filed by Chechen residents against the Russian government a 'special category.' Over 200 such appeals from Chechnya have been registered, and the court has already ruled on 25 of them.
