Russia's OSCE envoy promoted to deputy foreign minister

MOSCOW, March 27 (RIA Novosti) - Russian President Vladimir Putin has promoted Alexei Borodavkin, Russia's ambassador to the OSCE, to the post of deputy foreign minister, a Kremlin spokesman said on Thursday.

Borodavkin was Russia's Ambassador to Slovakia from October 2002 to April 2004, after which he was he appointed as the country's envoy to the OSCE in Vienna. He speaks Chinese and English.

Deputy Foreign Minister Alexander Losyukov was dismissed earlier in the day.

Losyukov, 64, has been leading the Russian delegation at six-nation talks on the North Korean nuclear program since 2003. 

He had also been a Foreign Ministry official since 1968, serving at Soviet and Russian embassies in Afghanistan, the U.S. and the Philippines. He was also ambassador to a number of countries, most notably Australia and Japan. The diplomat had been deputy foreign minister since 2007, and also held the post in 2000-2004.

He was recently awarded a state medal by President Putin. The reasons for his dismissal are not known.
