Moscow police are searching for a prolific arsonist believed to be responsible for setting fire to 22 cars in the past four days in several residential areas, a Russian tabloid reported on Tuesday. 
Russia's government will set up special economic zones at airports and ports in three regions, the Transport Ministry said on Tuesday, announcing the results of tenders to develop the zones.
