Russia's Foreign Ministry said on Saturday the UN chief's proposals to gradually hand over the United Nations' powers in Kosovo to local authorities and a European police mission were outside his jurisdiction. 
The head of Russia's opposition party Yabloko urged on Saturday reform of the party's governing bodies to give more independence to leaders and deter a split facing the party. 
Iran and Russia have reached a preliminary agreement on the joint production of Russian Tu-204 and Tu-214 medium-haul passenger airliners in the Islamic Republic, Fars agency said on Saturday citing a senior Iranian industry official.
