Russia's Medvedev starts visit to Brazil

Russia's president has arrived in Brazil as part of a three-day visit, during which he is due to meet with his Brazilian counterpart.
RIO DE JANEIRO, November 25 (RIA Novosti) - Russia's president has arrived in Brazil as part of a three-day visit, during which he is due to meet with his Brazilian counterpart.

Russian presidential aide Sergei Prikhodko said Dmitry Medvedev is scheduled to meet with representatives from Brazilian business circles, namely in energy, the mining industry, agriculture and the banking sector, on Tuesday.

The main focus during Medvedev's stay in the South American state will be talks with President Luiz Lula da Silva on Wednesday, which are expected to play a crucial role in developing bilateral contacts.

The presidents are due to discuss the development of bilateral ties in the oil and gas sphere, energy, including nuclear power, as well as space, agriculture and humanitarian issues.

Medvedev will also visit the headquarters of the state-run Brazilian oil and gas giant PetroBraz, where he will attend a presentation of the company's oil and gas projects and biofuel production.

Medvedev's visit is expected to "give an impetus to bilateral relations and their further development into a real strategic partnership, strengthening trade and economic, scientific and technical ties in the context of forming a 'technological alliance' between the two countries," Prikhodko said.

The sides are also due to sign intergovernmental agreements on military and technical cooperation and introducing visa facilitation for short visits to Russia and Brazil. The presidents will also make a joint statement on the state of bilateral relations and the agenda for their further development.

"For a number of reasons - historical, geographical - we [Russia and Brazil] are hardly rivals in any major sphere. On the contrary, our economies are mutually complementary, which offers a host of opportunities for cooperation," Gilberto Ramos, who heads the Brazil-Russian chamber of industry and commerce, earlier said.

Bilateral trade has already exceeded $7 billion this year, and Brazil and Russia plan to increase annual investment to $10 billion by 2010, Ramos said.

Medvedev's visit to Brazil is taking place on the 180th anniversary year of the establishment of diplomatic relations between Russia and Brazil.

The next stop on Medvedev's Latin American tour will be Venezuela, where he is due to arrive on Wednesday. During his visit to Caracas, the first by a Russian head of state, Medvedev will meet late on Wednesday with his Venezuelan counterpart Hugo Chavez. The two leaders will give a joint news conference after signing a number of bilateral documents.

Cuba is the last country on Medvedev's itinerary. On Thursday, he will hold talks there with Cuban leader Raul Castro before returning to Moscow.

Medvedev will be accompanied by a number of ministers, including Deputy Prime Minister Igor Sechin and Foreign Minister Sergei Lavrov, the heads of several government departments and leading businessmen.
