Child pornography bill submitted to Russian lower house

MOSCOW, December 6 (RIA Novosti) - Bills on tougher punishments for pedophiles and on responsibility for making, distributing and acquiring child pornography have been submitted to the lower house of Russia's parliament.

A group of lawmakers led by First Deputy State Duma Speaker Oleg Morozov and family affairs committee head Yelena Mizulina, as well as other members of parliament, submitted the draft laws.

Mizulina told RIA Novosti that the bill, drawn up to counter pornography production and distribution, introduces the notion "child pornography", and differentiates responsibility.

"Today the law does not define what child pornography is. We will introduce this definition," she said.

The bill also envisions criminal responsibility for storing and acquiring child pornography. "If people don't buy it, people won't produce it," Mizulina said. The bills were developed with the participation of Russia's Public Chamber.
