Russia has refused to sell its Su-33 carrier-based fighters to China over fears that Beijing could produce cheaper export versions of the aircraft, a Russian daily said on Tuesday. 
Russia will cut its oil export duty from the current $115.3 to $108-$112 per metric ton from April 1, a Finance Ministry official said on Tuesday. 
Iraqi Prime Minister Nouri Maliki is to ask Russia to write off the remainder of the country's debt to Moscow during a visit to the Russian capital in April, an Iraqi government spokesman said on Tuesday.
