MOSCOW, June 18 (RIA Novosti) - Russia proposes hosting a series of security meetings of international alliances during 2010, to discuss forming new strategies for global security, the Foreign Ministry said on Thursday.

"We propose meetings in 2010 of the leaders of five international organizations active in the Euro-Atlantic region - the OSCE, the CSTO, NATO, the EU and the CIS - to consider their strategies for security and develop coordinated approaches with the goal of swiftly creating a security space in the region," ministry spokesman Andrei Nesterenko said.

He also called for international discussions on President Dmitry Medvedev's initiative for a pan-European security treaty and reforming the Organization for Security and Cooperation in Europe.

"We believe the pan-European security treaty should be discussed on the basis of independent talks, but not within the OSCE," Nesterenko said.

Medvedev's initiative is largely aimed at transforming the OSCE into a full-fledged regional organization that would ensure the creation of an open, democratic system of collective security in the region.

The spokesman said countries and major international security organizations in the Euro-Atlantic region could be involved in drafting a new legally binding agreement.

He cited drawbacks in the current European security system, including "the deep crisis facing the adjusted Conventional Forces in Europe (CFE) Treaty, stagnation in confidence-building measures, attempts to use force in solving regional conflicts" and "the persisting threat of international terrorism, drug trafficking and other forms of border crime."
