MOSCOW, August 3 (RIA Novosti) - Moscow Mayor Yury Luzhkov suggested not to allow enterprises owners who hold back wages of their employees to go abroad.
“Backdated wages from private industries make a half in Moscow. This is a problem with owners, who do not pay. If an owner does not pay wage on time then he should not be let go abroad. When he pays he can go. The scheme will work and will be very effective,” Luzhkov told journalists during his Saturday construction sites tour.
Another half of backdated wages makes federal agencies, in particularly, scientific and research.
He added that this measure is “absolutely essential” during the crisis time.
According to Luzhkov, Russian President Dmitry Medvedev listened to this suggestion very attentively.
“According to the Labor Code, if a manager does not pay wages, this turns into a compulsory labor. The compulsory labor is unacceptable in the state and is punishable by law. If you own an enterprise then you must pay your employees,” Mayor said.
Luzhkov promised to appeal with the suggestion to the country’s government officially. He vocalized his ideas to Dmitry Medvedev before only verbally.
