Medvedev sees no alternative to UN

Russian President Dmitry Medvedev told a group of top foreign and Russian analysts on Tuesday that he believes efforts to find an alternative to the UN are "dangerous" and called the European security system insufficient.

MOSCOW, September 15 (RIA Novosti) - Russian President Dmitry Medvedev told a group of top foreign and Russian analysts on Tuesday that he believes efforts to find an alternative to the UN are "dangerous" and called the European security system insufficient.

"It took humankind a long time to establish the UN and to abandon it without have a suitable alternative would be an extremely dangerous illusion," Medvedev told a meeting of the Valdai Discussion Club in Moscow.

"There are proposals to abolish the UN and replace it with some community of democratic states, but this is dangerous, as these attempts could lead to serious tension, as many undemocratic countries would seek to join the narrow community," the president said.

Medvedev also said the security system in Europe was not a suitable model and that the exclusion of Russia from any system was a real disadvantage.

"NATO's influence in Europe is actively increasing. We have no objections, we have calm and constructive relations, after we normalized them following last year's deterioration," Medvedev said. "But NATO is still an alliance, and Russia is not a member," adding there should be some ground for negotiations in Europe.

"The OSCE did not cope with this task, it does not work effectively, it is taken up with routine things," the Russian president added.

He also said European partners continue to study his initiative concerning the new European security treaty, and that their reaction is "quite positive."

Medvedev proposed the concept of a new European security treaty in Berlin last June, which he said should involve other organizations, like NATO, the European Union, the post-Soviet Commonwealth of Independent States (CIS) and the Collective Security Treaty Organization (CSTO).
