BRUSSELS, October 28 (RIA Novosti) - A meeting of the Russia-NATO Council at the ambassador level may take place in 2010 in the Afghan capital, Russia's envoy to NATO said on Wednesday.

"We are considering the possibility of holding a meeting of the Russia-NATO Council at an ambassador level in Kabul instead of Brussels," Dmitry Rogozin said, adding the proposal was put forward at the last meeting of Russia's and NATO's ambassadors.

Rogozin also said that while "no Russian soldier will step onto Afghan soil" Moscow would not "sit on the substitutes' bench as regards supporting the fight against Taliban militants."

However, he also said the meeting could not be held in Kabul while security in Afghanistan remains at a low level.

On Wednesday morning, gunmen with automatic weapons stormed a guest house used by United Nations staff in the heart of the Afghan capital, killing at least 12 people, including six UN staff.

Rogozin said the next meeting of the Russia-NATO Council at the ambassador level, scheduled for November 25, will focus on fighting terrorist groups in Afghanistan and neighboring countries.
