Russia backs a draft resolution at the IAEA calling on Iran to comply with IAEA conditions, a member of the International Atomic Energy Agency's Board of Governors said on Friday.
The resolution, introduced by Germany on Thursday, also demands the immediate suspension of work at its second uranium enrichment facility near Qom.
"The Russian delegation supports the draft resolution by the Board of Governors that was presented by Germany, with regard to the implementation of a safeguards agreement, linked to the Nuclear Nonproliferation Treaty, as well as the relevant provisions of UN Security Council resolutions on Iran," Grigory Berdennikov said.
He said Russia was interested in "clarifying all remaining questions about Iran's nuclear program."
The 35-member IAEA governing board is expected to vote on the resolution later on Friday.
Iran warned the IAEA against using threatening language and said the latest draft resolution was counterproductive.
"Resolutions, sanctions and threats have always made the issue more complicated," Iran's IAEA envoy Ali-Asghar Soltanieh said on Friday.
Speaking at a session of the 35-nation board of governors on Thursday, the IAEA chief said his inquiry into allegations that Iran is seeking to build nuclear weapons had reached "a dead end" as Tehran was not cooperating.
ElBaradei also expressed disappointment that Iran has not so far agreed to the plan to ship the bulk of its low-enriched uranium abroad for processing into fuel, which would ease international concerns that it uses the material to make bombs.
Tehran is already under three sets of UN sanctions for refusing to halt uranium enrichment. Iran insists it needs nuclear technology to generate electricity, claiming the right under the Nuclear Non-proliferation Treaty.
Russia and China have so far blocked UN Security Council votes on tougher sanctions against the country. However, at a meeting in Brussels last week they joined the other negotiators in voicing dismay at a lack of progress in the negotiations.
