Russian Prime Minister Vladimir Putin signed a resolution on Wednesday setting out the principles of the work of the country's long-term energy market.
Speaking in East Siberia at a meeting on energy investment, Putin said that energy companies would be guaranteed conditions for stable and profitable work. However, he also pointed out that the guarantee came with certain conditions.
"The right to utilize the advantages of the long-term energy market is deserved only by those companies that strictly observe their obligations, and who invest money in the construction of new objects, in modernization and in the ensuring of safety," he said.
The Russian Energy Ministry plans to put into place a long-term energy market in 2011 to replace the current preliminary short-term model.
