Putin takes charge of technology and innovation commission

Russian Prime Minister Vladimir Putin has taken charge of a government technology and innovation commission designed to boost the country's modernization, according to a resolution posted on the government's web site on Wednesday.

Russia considers the development of the hi-tech and innovation sector as its top priority to end the country's dependence on raw material exports and has pledged dozens of billions of U.S. dollars on its financing.

Some analysts said the government commission could become a rival for a similar structure headed by President Dmitry Medvedev. It is not clear yet how funds will be distributed between the two commissions.

Medvedev, who positions himself as a young and technologically savvy leader, is seeking to improve the economic environment in the country and create incentives for domestic businesses to switch to a knowledge-based and innovative economy.

Analysts say Putin's move to take over his own hi-tech commission could be linked to presidential polls due in 2012. Both he and Medvedev have not ruled out running in the elections.

    When I read this article I was a little confused. Why would Putin need to lead an innovation and technology panel, Dmitry Medvedev is already working on this?

    Putin needs to learn to trust in his President Dmitry Medvedev.

    In fact isn't Dmitry Medvedev going to continue his career developing Russia Silicon Valley in 2012, and the reason why he is not running for re-election in 2012?

    I do not see Putin as a strong leader for a technology commission. He lacks the imagination, free spirited nature, eccentricity, off the wall thinking, out of the box thinking and general what if thinking.

    Dmitry Medvedev is much better suited to this role as a technology leader and supporter.

    Putin is general Russia security and well being. He is not a technology guy. He is too fixed in his ways. He is too old.

    That said I have now challenged Putin to prove me wrong. If he can show that he has a vivid imagination for what can be, a free spirited nature, eccentricity about what can be, off the wall thinking, out of the box thinking and general what if thinking then prove me wrong.

    Because in developing technology you need the above skills. I think of Putin as a police officer not a guy developing code and thinking outside the box. Pushing the envelope of what is impossible and making it real.

    Arnold Vinette works in the technology field and is pioneering a new concept to create 66,000 new technology jobs in Russia, promoting arts in Russia, promoting tourism and business to Russia. To date he has been turned down by the Russian Government for two years straight. They simply cannot envision the technology projects that have been proposed that will affect all aspects of Russian society. They are too afraid of change, too afraid to take a chance, too afraid to become a leader.

    Arnold Vinette has worked in the technology field for the last 20 years and is always innovating new solutions for job creation. The only stumbling block he has ever run into is the inability of governments to embrace a new way of doing things, the inability to see the talents of their own citizens, and an inability and lack of desire to create new jobs. Russian, Canadian and the American governments share these same traits.

    This year 66,000 jobs were lost in the Russian technology (hardware and software) and arts sector because of this resistance to change by the Russian Government. This resulted in the loss of billions of dollars throughout the entire Russian economy. If the Russian government really wants to support technology innovation they must recognize the talents of their own citizens. They currently do not.
