Russian President Dmitry Medvedev said Saturday terrorists should be fought against in a tough and consistent way.

"There should be no delays or pauses [in the fight]. Various retaliatory measures should be taken fast," Medvedev told the Norwegian newspaper Aftenposten shortly before his visit to the Scandinavian country due April 26-27.

The Russian leader said terrorists should be eliminated and conditions created for "life in the Caucasus to become modern, acceptable for people, for them to be able to implement their desires: both material and spiritual."

"Material means the desire to have a normal welfare and acquire normal property. Spiritual - for Muslim regions mainly - means for them to be able to normally profess Islam. This should be Islam traditional for our country and not the one they are trying to bring from abroad, often in the terrorist package," he said.

Russia has been on a higher alert after recent terrorist attacks on Moscow and the North Caucasus republic of Dagestan.

The attack on the Moscow subway occurred on March 29 as two bombs detonated during the morning rush hour at the Lubyanka and Park Kultury metro stations, killing 40 people and injuring over 100.

On March 31 two bombs shook the town of Kizlyar in Dagestan, claiming 12 lives.

Russia has been fighting militants in the North Caucasus for almost two decades, including two brutal separatist wars in Chechnya. Analysts suggested that the terrorist attacks were revenge for a recent operation in Chechnya that saw the deaths of over 20 radical Islamic fighters.
