Russia will allocate an additional 2.67 billion rubles ($87 million) in aid to people who suffered from the peat bog and forest fires, Prime Minister Vladimir Putin said on Friday.

"We will allocate 2.67 billion rubles from the federal budget for rebuilding homes and as compensation for those who suffered from the flames," he told a government meeting.

Originally, the government allocated 5 billion rubles ($163 million) in aid.

At least 52 people were killed and more than 3,500 left homeless by the wildfires that have swept across central Russia in the past four weeks. More than 2,500 houses were destroyed.

The emergencies ministry said on Friday that almost 300 fires are still burning, but rebuilding has already begun in some areas.

    Canadian Prime Minister Stephen Harper and the Canadian government have received a project proposal this week that will allocate $50 million for 500 Russian public schools that may have been damaged or destroyed by this summer's Russian wildfires.

    The proposal initiated by Arnold Vinette allocates $100,000 (3 million rubles) per Russian public school to assist with new school playgrounds and funding school art programs.

    In exchange the Russian schools are to provide 100,000 pieces of artwork over a five year period on two main themes. 1) What do the kids love about their community and city? 2) What do the kids love about Russia? 3) Draw it! Color it! Paint it!

    The Russian student artwork will be sent to Ottawa Canada and processed into a series of "Russian Kids Art Album eBooks". The purpose of these eBooks is to educate North Americans about modern Russian life, culture, history and society encouraging tourism to Russia and new business opportunities.

    The "Canada-Russia Kids Art Album eBook - Playground Project" has not yet been approved by either CPM Stephen Harper or the Canadian Government, but it is now under consideration to assist 500 Russian communities affected by this summer's drought and wildfires.

    Arnold Vinette is a Canadian citizen and is actively involved sponsoring art programs at Russian public schools for the purpose of publishing this artwork to benefit the schools.

    The total cost of the Canadian Proposal is $100 million and it will last 6 years employing 1,025 Canadians, and helping 500 Russian schools / school districts if approved.

    The completed "Russian Kids Art Album eBooks" will be in Russian and English and the participating schools will have duplication and licensing rights to help them earn even more income for their school and school district. The Canadian Government and Arnold Vinette will also have duplication and licensing rights to the final projects to raise money to support similar projects around the world where necessary.
