The Russian Audit Chamber has numerous documents showing that the Moscow city government has spent budget funds inefficiently, the chamber's deputy head said on Wednesday.

"The Audit Chamber...has a plenty of documents, showing that the Moscow city government has been spending budget funds at least inefficiently," Valery Goreglyad said.

He said the city government had not allocated enough money to road and parking lot construction in Moscow.

Yury Luzhkov, who had been Moscow's mayor for more than 18 years, was fired on September 28 by President Dmitry Medvedev, who cited "loss of confidence." The decision came after an unprecedented smear campaign by state-backed TV, accusing Luzhkov of negligence, callousness and corruption.

Alexander Ryabinin, a former deputy of Luzhkov, was charged with bribery on Wednesday, a spokesman for Russia's investigative committee said.

Ryabinin, who oversaw the capital's lucrative construction sector, resigned after corruption charges were brought against him last week. A criminal case against him was originally opened in March, but was later dropped.
