New Moscow Mayor Sergei Sobyanin broke up a meeting with officials on Wednesday after criticizing the quality of their reports, a statement by City Hall said.
Wednesday's session was focused on school dinners in Moscow.
"After a number of reports delivered by heads of departments the Moscow mayor stopped the session, calling their reports 'raw,' and told them to come back more prepared in an hour and a half," the statement said.
This is the second meeting Sobyanin, who was sworn into office last week, has held with officials.
His first meeting saw him break with tradition established by his predecessor Yuri Luzhkov, by not allowing media representatives to attend .
However, an official said that starting Thursday journalists would be allowed to the City Hall.
