Russia's traffic police will on Sunday release 21,000 balloons into the sky in western Moscow's Poklonnaya Hill to commemorate victims of car accidents, the Interior Ministry reported.
"At 1500 Moscow time [12 GMT] a moment of silence will be announced in memory of all those killed in car accidents both in Russia and worldwide," the ministry said.
"After that, 21,000 balloons will be released into the sky — this is how many people have died on this country's roads since the year start," it said.
The event will be held on the World Day of Remembrance for Road Traffic Victims, marked on the third Sunday in November.

I am sure that this figure is 63,000 for the United States and Canada if not higher.
The ceremony of the balloons to mark the number of souls who have gone to heaven this year is the first of its kind in the world that I have heard of. I think that it is very appropriate and in good taste to those who have died and to warn others to be more careful on the roads.
This summer I had the opportunity to be driven around on Russian roads from Moscow to Volgodonsk to Gelendgik to Volgograd. I discovered very quickly how accidents could happen in Russia from just normal driving and those speeding. This did not include people who had been drinking. And from what I have read 40% of the Russian population drinks Vodka (and other alcohol) to excess.
It is very easy to see how driving and alcohol could increase the roadway fatalities in Russia.
But that said, in North America we have just as many fatalities if not more simply from negligence due to inexperience, driving too fast, not paying attention, and alcohol related accidents.
Almost a victim of a traffic accident myself at 9 years of age, I know from first hand experience how quickly these accidents can happen and how they can be completely out of your control.
This balloon ceremony is very unique way to honor those who have died in road accidents and let people see visually just what 21,000 souls look like.
I will recommend this new tradition to the new mayor of Ottawa, Canada. Ottawa police are very concerned about the number of fatalities on our roads as well. Despite all attempts to stop the deaths on Ottawa roads the fatality statistics stay relatively constant.
Negligence due to inexperience, driving too fast, not paying attention, and alcohol related accidents just seem to take their designated number of drivers, passengers, motorcycle riders, bicycle riders and roadside pedestrians each year. It is a terrible fact of modern life.
Thank you for this article RIA Novosti I will try to get this Moscow tradition of honoring the victims of vehicle accidents adopted into Ottawa, Canada. As the nations capital we could do the same type of honor y white balloon ceremony.
