Moscow Mayor Sergei Sobyanin is determined to prevent large numbers of foreign workers coming to the Russian capital in search of a better life.

Moscow city government annually cuts the quota for foreign workers by some 70,000-100,000 people. In 2009 the limit for migrants was 392,000, while in 2010 it was reduced to 250,000.

Next year Moscow's migrant quota will be about 200,000 people.

Sobyanin said he would work in cooperation with employers and Trade Unions in order to clamp down on "groundless" employment requests for foreign workers.

In November, Sobyanin was angered over the city labor and employment department's decision to invite 1,146 Chinese nationals to work in the city.

"I have nothing against migrants - the city needs them. I just want to understand what kind of specialists are needed and in what areas," he said then.
