The OSCE is ill-equipped to address missile defense issues, Russian President Dmitry Medvedev said on Friday at his residence in Krasnaya Polyana outside the Black Sea resort city of Sochi.

"Even if it had a charter - which it doesn't - it would not be in a position to deal with missile defense," he said.

He did not elaborate.

Russia could provide an appropriate platform in the form of a pan-European security treaty, Medvedev said.

"However, since there is no such platform today we are ready to discuss these matters by using the existing platforms," he said.

Moscow has long opposed the deployment of NATO missile-defense facilities near its borders, claiming they would be a security threat and upset the strategic balance of forces in Europe.

Medvedev first proposed drawing up a new pan-European security pact in June 2008, but Western and NATO officials have dismissed it as unnecessary and irrelevant.
