Russian President Dmitry Medvedev followed through on some of the promises he made in his annual state of the nation address last week by ordering the government to implement child welfare measures, the Kremlin press service said on Tuesday.

Russian President Dmitry Medvedev followed through on some of the promises he made in his annual state of the nation address last week by ordering the government to implement child welfare measures, the Kremlin press service said on Tuesday.

In his state of the nation address to both houses of parliament on November 30, Medvedev said that much needs to be done in the country "so the phrase 'abandoned children' disappears from our lives."

On Tuesday Medvedev ordered that not less than 25 percent of the budget fund allocated for healthcare modernization should be spent on developing medicine for children.

The President also ordered the construction of more kindergartens and the provision of tax consessions and reduced rent to non-governmental children's organizations and child care centers.

Furthermore, Medvedev said that a bill stipulating the use of maternity capital to cover interest payments on loans for the purchase and construction of family housing should come into force before February 2011.

In Russia a family is entitled to maternal capital following the birth (or adoption) of a second child (or third or subsequent child, if the family has not previously used its right to receive these funds) on or after January 1, 2007.

Maternity capital refers to a federal subsidy that is transferred to the Russian Federation Pension Fund budget in accordance with the Federal Law on Additional Measures of State Support for Families with Children, which came into force on January 1, 2007.
