A stick of dynamite was discovered on Monday at the Irganai hydroelectric power station in Russia's North Caucasus republic of Dagestan, a local law enforcement official said.
Bomb disposal experts are currently working at the scene, he added.
A Dagestani Interior Ministry source suggested the explosives could have been left by mining explosives specialists who worked on the dam.
The RusHydro company, owner of the plant, refused to comment on the incident.
"RusHydro is not in a position to comment on this situation because it is within the competence of law enforcement agencies," the RusHydro press service said.
